Dear Mrs. Suard,

On behalf of The National Union of Road Hauliers from Romania (UNTRR) as employers’ and professional organization representing the interests of Romanian operators performing road transport of passengers and goods, may we thank you for the meeting held with our delegation this week on 18 March 2018, when we organized a protest against the application of the protectionist measures undertaken by French Government to Romanian hauliers.

During this meeting, we have signalized to the Embassy of France in Romania the fact that the protectionist legislation enforced by French Government since last year might inflame the vandalism acts within the European road transport. In this context, may we bring to your attention the case of one of our members, Dianthus Company.

The company’s truck was parked at Chigy, France, on the night of 4th to 5th of June 2014, between the hours of 18:35 p.m. and 6:00 am. During this period of time, an unfortunately event occurred as all 6 tires on trailer have been drilled. The Krone semitrailer was registered with number plate B30KUD and was trailed by the tractor brand Volvo with registration number B30LMF, being at rest, parked. The driver had not been aware of any movement around the truck during this time. He had called the county police which had arrived and completed the minutes of the incident. Please find in attachment the pictures taken by the driver at the scene and the minutes.

We strongly believe these sorts of incidents are no longer random and they are lately more and more often. In this regard, please also note that, at the same parking lot, there was a couple tractor trailer registered in Poland which had happened the same.

Therefore, we felt compulsory to inform you and any other authorities about the unfortunately event as we expect there should be taken more safety measures within the parking lots as to reduce the number of such incidents. However, instead of taking more safety measures within the parking lots in order to reduce the number of such incidents, the French Government introduces protectionist measures against foreign transport operators which could only inflame such vandal behaviors in road transport field.
